Electric Fan on 99 vw beetle

The larger electric cooling fan behind the radiator on the drivers side does not always come on. SOmetimes you need to give it a little push with your hand and then it will start spinning and keep working. The dealer suggested replacing the fan assembley because the fan motor must be bad. Is there anything else that would cause this?
