I'm a tad confused by your description of what's going on here. The choke flap should be completely closed before a cold start, then should open gradually as the engine warms up, to be completely vertical (open) after maybe 5 minutes of running. Difficult starting may be a failed pulldown unit, Thirstiness could be a few things. Try replacing all the vacuum hoses (one by one, to avoid confusion) and giving it a good hosing with carb cleaner, especially the top surface where the air-corrector jets are, and down both barrels. This is best done with engine running at a fast idle; and watch your eyes, carb cleaner ain't good for them! Lots of 2e2 info on clubgti.com btw.

if the flap opens completly straight away, it may be that the spring in your autochoke unit is broken or the autochoke housing isnt lined up properly, have a look at my 2e2 FAQ on clubgti ;)
