Auxillary heater

Intermittent fault sometimes it starts ok. i know it only works when the outside temp is below 10 deg C & the water temp is below 70 deg c. last year the glow plug was changed due to smoking. The ECU reported an over temprature fault since the problem started

Could it be that the outside temp sensor (located under left part of windows washer) is broken. My auxillary heater experienced similar problem two years ago and the garage replaced the sensor and it has worked ever since.
